Human Factors working group meeting on 13 March 2019 in Moscow

Within the activity of the UIC security platform, the meeting of the Human Factors working group chaired by JSC Russian Railways was held on 13 March 2019, in Moscow, Russia (hosted by Russian Railways).

During the first part of the meeting, presentations from Russian colleagues were addressed on the collaboration during the 2018 FIFA World Cup – these presentations were delivered respectively by JSC Russian Railways (RZD), RZD Passenger Stations Directorate and JSC Federal Passenger Company (FPC).
Another presentation was given by representatives of KORAIL on the Pyeong Chang 2018 Winter Olympics Events.

The second part of the meeting was dedicated to discussing in detail the action plan of the Human Factor Working Group for the next two years.
Five areas of work were decided:

  • The first topic will be about abandoned luggage. The Human Factors working group will develop a leaflet for passengers including best practice from UIC members. To reach a maximum number of members in this leaflet, the UIC will use the network of quick responders to obtain a large number of good practices in return.
  • The second topic deals with security during big events providing security. A UIC leaflet will be developed as well as a collection of best practices coming from the experience of the Olympic Games, World Cup, …
  • The third topic focuses on two existing leaflets that will be updated. One about “Rules of behaviour for passengers and visitors at railway stations, platforms and trains and in emergency situations” as well as the other about “Preventive measures against terrorist acts on railway premises”.
  • The fourth topic will focus on raising awareness of railway administrations of UIC members on the advanced technologies in railway transport security
  • UIC suggested organising a common meeting between the Human Factor WG and Technologies WG in order to exchange experience and possible solutions
  • The last topic concerns graffiti and will be developed once RZD have analysed the content of the research project Graffolution where the UIC security team was involved.
