ERPC

The European Railways Purchasing Conference (ERPC) is an institution created by European Railways Companies, both Operators and Infrastructure managers.

The ERPC acts as a forum for Purchasing Directors of the Railway Companies in Europe, with the objective to encourage and support the development of professional purchasing processes within the member companies.

We are further committed to using our professional practices to support the sector’s transformations towards ESG goals set out under the respective companies’ strategies.

The strategy to achieve these objectives is to foster mutual contacts among the leading buyers of the railway.

Since July 1, 2004, ERPC has been a body of the International Union of Railways (UIC) and is installed as a “Special Group” to conform with the UIC statutes.

Organisation

The work of the ERPC is based on:

  • Management by the Presiding Board;
  • Meetings, generally held twice a year with the participation of specialists focused on different aspects of procurement.
  • Study Groups dealing with issues specified during the conferences - such as track, rolling stock, energy, sustainability, ERTMS, rules and regulations...

Furthermore, the Procurement Directors of the European Railway companies (Operators as well as Infrastructure managers) share knowledge and best practices.

Ethical standards

Since the ERPC represents the majority of the railway-buyers in Europe it is important that the actions of the ERPC always conform to EC article 81 and 82 concerning the ban on cartels and the misuse of a dominant position.

This document outlines the Ethical Standards to be followed by the ERPC in conducting its business.

The members of the ERPC shall abide by the following ethical rules:

  • The ERPC shall act to increase competition.
  • The aim of the ERPC is to standardize purchasing practices across borders to facilitate a smoother interface to the market, i.e. harmonized conditions
  • The actions of the ERPC must not result in unreasonable contract conditions for the suppliers.
  • The ERPC shall not operate as a forum for joint purchasing.
  • Any commercial information is to be treated in strict confidence and not be promulgated for use in negotiations.
  • The ERPC shall operate in a fair and transparent manner to improve the benefit to the consumer.
  • Decisions taken by the ERPC are not binding on the member organisations.
